Ethiopian Power of Attorney (ውክልና) & Document Authentication from Canada
Since April 10, 2026, Ethiopia handles power of attorney and document authentication for the diaspora exclusively through the Digital MOFA app — the embassy no longer takes walk-ins or mail. Here is the full process from Canada, step by step.

Power of attorney (ውክልና), step by step
A power of attorney lets someone in Ethiopia act on your behalf — sell property, run a bank account, appear in court. Follow these steps from anywhere in Canada.

Prepare the power of attorney document
Write the PoA (ውክልና / wukilina) naming yourself as principal, your agent (ወኪል) in Ethiopia, and the exact powers you are granting — e.g. selling property, banking, court representation. For property or business matters, have a professional draft it; wording errors are a common reason documents get rejected in Ethiopia.

Notarize it with a Canadian notary public
Sign the document before a notary public in Canada. Any licensed notary or commissioner of oaths in your province can do this.

Authenticate the notarized document
If you live in Ontario, Alberta, British Columbia, Quebec, or Saskatchewan, use your provincial authentication office (e.g. Official Document Services in Ontario). In all other provinces and territories, use Global Affairs Canada. Note: an apostille alone is NOT enough — Ethiopia is not a member of the Hague Apostille Convention.

Download the Digital MOFA app and create an account
Since April 10, 2026, the Ethiopian Embassy in Ottawa no longer accepts in-person or mail-in requests — the Digital MOFA mobile app (iOS and Android) is the only channel for power of attorney and document authentication.

Complete the application in the app
Select your country, enter the principal’s details, add the agent’s details and the powers granted, set effective and termination dates, sign digitally, and upload your notarized and authenticated documents plus your ID.

Pay the fee in the app
Payment is by international credit card inside the app. PoA fees are not officially published; comparable embassy fees have been US$62–95. Keep your receipt and watch your card statement.

Your agent collects the PoA in Addis Ababa
Once approved (officially claimed within 24–48 hours), the person you appointed collects the certified power of attorney at the Ministry of Foreign Affairs (OLI Tower building, Addis Ababa) with the reference number and a valid ID.

ID you will need
Ethiopian nationals: Ethiopian passport or Ethiopian Origin ID (“yellow card”). Foreign citizens: two residence IDs (e.g. Canadian passport + driver's licence). For property-related powers of attorney, expect to need an Ethiopian passport or Origin ID — foreign-citizen Ethiopians without one should factor in the Origin ID application (US$300) first.
Document authentication & legalization
Birth, marriage and divorce certificates, degrees and transcripts, driving licences, police records, court decisions, and business documents all follow the same chain when they need to be valid in Ethiopia:
Canadian documents → Ethiopia: notarize with a Canadian notary → authenticate provincially (ON/AB/BC/QC/SK) or with Global Affairs Canada → submit through the Digital MOFA app. Authenticated documents are available in Ethiopia within the claimed 24–48 hours.
Ethiopian documents → Canada: the document is authenticated in Ethiopia by the Ministry of Foreign Affairs / DARS (certificates issued outside Addis Ababa or Dire Dawa need regional certification first). Whether Canadian institutions require further legalization depends on the receiving institution — ask them first.
Special case — Ethiopian police record: the embassy cannot obtain an Ethiopian criminal record check for you. Have your fingerprints taken by the RCMP or local police on form C216, notarize and authenticate them, then apply through the Digital MOFA app with a representative in Ethiopia.
Fees & payment
Payment is made by international credit card inside the Digital MOFA app. Power of attorney and document authentication fees for Canada are not officially published; comparable Ethiopian embassy fees have been US$62–95 per document. Published Digital MOFA fees for related services: passport renewal US$160–210, Ethiopian Origin ID US$300, Laissez Passer US$150.
Watch your card statement. Community reviews of the app report occasional duplicate charges and slow refunds. Keep your payment receipt and reference number, and dispute duplicates with your card issuer promptly.
Tips from the community
- Renew your passport first. Applications with expired Ethiopian passports get rejected; with valid documents the 24–48 h turnaround is achievable.
- Triple-check name spellings. Names on the final PoA must match IDs exactly — errors reported by users made documents unusable in Ethiopia.
- Save the reference number. Your agent needs it (plus their ID) to collect the document at MoFA in Addis Ababa.
